The incident began when the third vehicle, driven by Zumwalt, stopped in the roadway due to an accident blocking all northbound lanes of travel. The second vehicle, driven by Nelson, stopped behind Zumwalt’s vehicle. Unfortunately, the first vehicle, driven by Lecroy, was traveling too fast for the conditions and struck Nelson’s vehicle, which in turn struck Zumwalt’s vehicle.
