On 07/11/2026 at approximately 1926 hours I heard on the radio Topeka Police Department reported an injury collision occurred at 21st and Buchanan St. I was at 21st and Pembroke when I heard the report and proceeded to this location arriving at approximately 1932 hours. I observed two vehicles that had obviously by in a collision with both heavy front-end damages disabling both vehicles. Photos were taken by Trp. Rose K-514 and submitted to the KHP file drop system.

V1 was identified as a Silver MITSUBISHI MIRAGE with KS tag 8742AMH and was driven by D1 identified as ELIZABETH ANNA CLELAND (D.O.B 02/19/2003, K04315360).

V2 was identified as a Gray NISSIAN ROUGE with KS tag 4248AEN and was driven by D2 identified as CLAUDIA NMN HERNANDEZ (D.O.B 11/20/1995, K03399815). Driver and passenger were transported to local hospital.

Both drivers’ statements match each other and follow: V1 was stopped south of the intersection was on traffic to clear to cross 21st St. V2 was driving westbound on 21st St with no traffic control devices or signs indicating traffic was to stop at this intersection. D1 stated “I looked left and right, I didn’t see anyone”. D1 was cited for Failing to yield to traffic all evidence is consistent with this conclusion.
